ufsd filesystem permissions

i have a DNS-313 with fun_plug 0.5 installed.
/etc/hotplug/satamount shows that the data partition (/mnt/HD_a2) is mounted by this command:
/bin/mount   -t ufsd -o umask=0000 /dev/sda2 /mnt/HD_a2 > /dev/null

if i telnet into the DNS-313, as root, i am not able to chown files on /mnt/HD_a2:
chown: $file: Operation not permitted

is this normal? how can i solve this?

EDIT:
i also accept solutions that include changing FS in ext2/ext3.

by making the root acount working, as described here
