What I would need to be able to remotely access my DNS-323 from any PC in the world via FTP?
I have the ftp accounts and rights setup, but I can only seem to get it to work locally. Do I need a static IP from my ISP?
I'm not sure how to setup port triggering/forwarding/virtual server settings.
Anyone have any tips to lead me in the right direction?

You need to set a static ip address on the DNS-323 (preferrable) or a DHCP reservation on your gateway so that the DNS-323 is always at the same private ip address, forward port 21 to that address in the gateway (I believe this is called a virtual server in the D-Link world) and either have a static public ip address or use a dynamic DNS service so that you can have a fully qualified domain name that always points to your dynamic ip address.
See either your manuals or www.portforward.com for details on how to setup port fowarding.
A word of caution - ftp is considered insecure in that the username and password are sent across the internet in "clear text" and anyone with approriate access may be able to capture that information and gain access to your server.
