create read-only files

Is there a way to make some files and folders read-only in a shared folder, but not all of them.
I tried to chmod through ftp with a root account, but it says I have no permission to do that.
I also tried to check read only in the properties from windows xp, but it always revert back to read/write.
So how do I protect some files from being modified?

Though not very elegant, telnet and chmod will work. NFS and chmod works, too.
