Does the DNS-323 have enough power to act as a file server in a small office environment? Could it deal with up to ten simultanious connections accessing office file formats?

That would depend on how busy your small office environment is - the answer, at least in my opinion, is - probably.
However - you need to be aware that a NAS, which is what this is, and a general purpose file server, are designed to play two different roles - expect to have to make compromises, especially where things like security and utlity features are concerned.

Thanks for the answer. I don't think there would be that much demand on the device, but want to make sure it can handle multiple access from a number of clients working on spreadsheets and other office docs.

Will you be offering "open"/everyone read and write access? That will be no problem.
If you want to set up user and group accounts with different access rights then you will probably need to do a little playing before you get it just right. I'm not completely sure of the issues, but there have been frustrating sounding posts in this forum about the permissions that files get saved with when different users create or edit them.
And the DNS323 Admin interface won't let you integrate the box with a domain controller, so if you have central logon you'll have to have mirror your user accounts the DNS323. If you try to use the same passwords on the DNS323 you might be annoyed by the restrictions that the DNS323 places on the characters that can be used in a password.

It handles multi-user access just fine, and provides the expected file locking - you know, where one user has an Excel spreadsheet open, the next user gets a warning that it's already open and is only allowed to open it read-only - and I'm sure you've seen sjmac's post - those are the type of compromises you'll have to make security wise.
