Are swap partitions working properly on dns-323?

When I configured my dns-323 with 2 1-TB disks in a RAID1 config, it automatically created a 512MB swap partition on each disk for a total of 1GB swap.

However, when I ran 'free', I was surprised to find that none of the swap area was being 'used' whereas in my Linux experience, the kernel always seems to use large amounts of swap even when nothing is running. So, it made me wondering whether swap is even working properly.

Specifically, 'free' returns the following:
              total         used         free       shared      buffers
  Mem:        61948        60084         1864            0        17308
Swap:      1060208            0      1060208
Total:      1122156        60084      1062072
