Run it under strace and look what comes up.

Re: Debian: apt-get install php4-cgi fails

It seems like /var/cache/apt/archives/php4-cgi_4.4.4-9_arm.deb is missing, but there's an older version there: /var/cache/apt/archives/php4-cgi_4%3a4.3.10-19_arm.deb

I've attached the strace for aptget install php4-cgi

Re: Debian: apt-get install php4-cgi fails

It seems that the problem is related to dpkg. If I try to run dpkg (e.g  dpkg --clear-avail ) it produces a segfault.

strace complains about a missing /root/.dpkg.conf

You should provide an strace of dpkg, then.

Re: Debian: apt-get install php4-cgi fails

Since /root is on the ramfs, perhaps there is not enough room for the file/directory?
A symbolic link from /root/.dpkg.conf to /mnt/HD_a1/<somedir>/.dpkg.conf might help?
NOTE: You would have to put this link command in fun_plug to be recreated at each reboot

Thank you for your input, but it didn't help. I think it's my own fault, installing from debian unstable. Since I can't find how to fix a corrupted dpkg, I'll reinstall my Debian (it doesn't take that much time)
