The weird thing is that it's a symbolic link (try 'file perl-5.10-2.tgz').
While wget will download the real file, rsync will download the symlink (which then points to non-existent file). The actual package files are in extra-packages/All.
rsync -avP inreto.de::dns323/fun-plug/0.5/extra-packages/All/perl-5.10-2.tgz .
PS: Note the difference: extra-packages/perl/perl-5.10-2.tgz vs extra-packages/All/perl-5.10-2.tgz
