limit user privileges in vsftpd?

I got vsftpd installed and working after some difficulties (thanks to everyone for their help). Now I am able to login as anyone in the webui's ftp user list, which is good, but anyone can read AND write... which is not how it should be. How do I change their permissions to make it so that my account is the only one that can read and write? Is it in the vsftpd.conf? Thanks in advance for any pointers here... I'm a total linux noob, trying to find my way.
