difficulty accessing the drive from own and outside of network.

Just got this equipment, works great with the internal network, my ISP is qwest, with it i got 5 static IPs, one of them ofcourse is the modem itself because it has to be according the the ISP, then i got 4 left, i assign one of those to the dns-323 and it works fine for people outside my network to access, but not me on the internal network why? and second if i give it a DCHP address i can access it internally but if i was on my neighbors PC i could not access it from the outisde, even if i do all the port forwarding and everything for the FTP it wont work, let alone give me web access to the device, any suggestions? something im doing wrong?

You are most likely on a different subnet.  For example if 1 of you ISP's assigned IP addresses is 145.234.56.34 and you assigne this to the DNS with a subnet mask of 255.255.255.0, then only other computers with the addresses of 145.234.56.xxx can access it locally.  Outside people can access it, because it is a real live internet IP address and routers will handle connecting traffic to it.  Most likely your local addresses look something like this: 192.168.0.23 or something similar.  These are "fake" addresses that are reserved for local networks (because there are just more computers in the world that there are real addresses for).  Anyway, when you use dhcp to assign an address to the DNS, it will get an address that is on your network's subnet.  This allows your local computers to access it.  In order to get outside computers to access this, you need to configure your gateway router to properly forward the ports.  Also check with the ISP to see if that is allowed.  A lot of ISPs prohibit and block attempts at running a server. 

Also, exposing the DNS to the internet is a dangerous proposition.  FTP is very unsecure.  I personally have a VPN setup to access my network from the outside world.
