Unfortunately no one can be told what fun_plug is - you have to see it for yourself.

Hi, does anyone have the same problem or know the fix?
I have two Seagate hard drives in the DNS 323, 1 x 500gb, another 1 x 250gb, they are sepreate volumns, the problem is if there is a power failure, or simply turn the unit off and on again, only one of the hard drive is detected and accessable, in order to fix this, I have to soft reboot the harddrive from the web GUI under system " restart" then both drive are detected and no problems.
This happens every single time when there's a power failure or turnning off the system.
This is fine with me however when I'm not home, my parents could never figure it out, so I want this issue to be fixed permanently. Any ideas?
Thanks guys.

I have seen same symptoms on regular pc's in some occasions.
You could add some lines to your fun_plug which will check if /dev/sdb* exists or if some specific partition is mounted, if not then do reboot.
I also suggest you to set some sleep parameter before you reboot, which will help you to remove these lines if you don't need them any more.
For example
#!/bin/sh if [ ! -e /mnt/HD_b2/some_file_on_your_hard_to_detect_hdd ] then sleep 600 reboot fi
