Power in my area is getting worse and worse and the beep beep beep at 5am is killing me. I'm planning to upgrade my UPS to a better brand that can have the alarm turned off and ideally shut down the DNS 323 automatically during extended power cuts. APC is the only major brand widely available where I live. Can someone advise if the basic version (e.g. CS 650) is compatible with the DNS 323 using the USB cable to link it or do I need to get the "Smart APC" line that has some network features.

I suspect the only way to find out is going to be to try it and see.
Does the basic version allow the alarm to be turned off - I know the SmartUPS series do.
One word of caution - running a UPS to a low battery condition will destroy the battery quite rapidly, and the UPS monitoring in the DNS-323 does not allow a selectable shut down time.

One guy "solved" this beeping by putting glue inside beeper.

You can turn off beep alarm on APC units. It is done through APC PowerChute utility (free download from http://www.apcc.com) and works with most of their units, including CS, ES and RX series.
The basic idea is that first you connect APC UPS to your computer, turn off beep alarm and than you can connect UPS to anything you like (such as DNS-323) and it won't beep again.
