Using the DNS323 to tunnel over ssh -- bind: Address already in use

Hi,

I'm trying to create an ssh tunnel to use as a socks proxy on the dns-323.  I've done it on my windows machine no problem using putty, but regardless of what port I try on the dns323, I am getting the message "bind: Address already in  use"

root@dlink_server:~# ssh -D 9999 username@destinationhost.com
The authenticity of host 'xxxxxxx.net (xxx.xxx.xxx.xxx)' can't be established.

I've tried numerous ports, all of which are not actually in use, but I keep getting this message.  Any suggestions?

add "-4" and the error msg will go away (IPv4?)
BUT, mine still won't forward

i think i need to configure sshd_config to allow tunneling, but how?

so in both sshd_config and ssh_config i changed them to

allow tunnel
and it gave me

Tunnel device open failed.
Could not request tunnel forwarding.

someone please help
