starting dropbear automatically within Debian chroot

Hi,

I've successfully installed telnet access and then Debian into a chroot following these guidelines (the latter of which I've expanded somewhat, to help newbies like me wink):

I'm trying to get dropbear started automatically within the chroot, which IIUC, should be simple enough, via something like this in fun_plug:

/mnt/HD_a2/sbin/chroot /mnt/HD_a2/debian /etc/init.d/dropbear start

But dropbear does not start.  The exact same command (cut and pasted into a telnet session) will start dropbear, and a simple test chroot command:

/mnt/HD_a2/sbin/chroot /mnt/HD_a2/debian touch /gotcha

works fine.  Even re-running fun_plug starts dropbear, but the original fun_plug run doesn't.  What on earth am I doing wrong?
