Trouble with chroot of debian

I have successfully downloaded the sarge distribution and untar'd it onto the DNS-323. I can browse the directory fine but when I try to do the chroot I get the following:

~/HD_a2 $ /mnt/HD_a2/fun_plug.d/bin/chroot /mnt/HD_a2/sarge
chroot: cannot change root directory to /mnt/HD_a2/sarge: Operation not permitted

I wonder whether my file and directory permissions are preventing it.

~/HD_a2 $ ls
drwx-xr-x  17  username  Users    4096 May 30 21:58 sarge

I guess, you must be root to chroot.
