Good day,
I cannot upload files to my FTP… getting error: 550 Access is denied. I checked through web interface and I can see R/W attributes for the location/user. I would really appreciate if someone could give me a hint or point me right direction.

Yes, I have. I can download pages but cannot upload

Check that the ftp user that is logged in has "write" permissions, as you demonstrated that "read"ing is ok..

For the record, I have the same issue. And my users do have write. I even gave them write access to root, to see if that would help.

Try a directory that only one user has write permissions on. Do you get the same issue locally (inside your firewall) as you do if accessed externally?
