Remote FTP Access Issues

Hi all, so I just got my DNS 323 a couple of weeks ago and I'm loving it but I'm having a very hard time trying to configure my FTP Server.  I've got a fairly decent knowledge of how all is supposed to work (i.e., ports, router setup, etc.)

My Setup:  DNS 323, PC, Mac > Netgear WGR614v7 (router) > Comcast Cable Internet

I've setup the server using the Web GUI, set the router to a static IP address, forwarded ports 21 and the PASV ports 65501-65510.

My problem: I can connect to my DNS in and outside my LAN just fine using FTP clients such as SmartFTP but I've found that I can only use PASV mode when I'm in my LAN.  In addition, (and this is the larger problem) the speed of file transfers drops dramatically when I connect from outside my LAN.  I'm getting about a 350 KB/ sec transfer rate at the start of the transfer then it drops after a few minutes to about 16KB/sec and eventually the connection drops and the transfer is canceled.  I've also just tried pinging my IP and it takes about 19ms whereas when I ping from inside my LAN I get about a 2ms response.  I feel like I've tried everything from changing the MTU size on my router to using different ports.
